Having been part of CIE San Diego’s development in its infancy stages, a project that began at 2-1-1 San Diego, John is excited to integrate the fully developed technology into the 2-1-1 service model to better connect people to the services they need and to allow for the legally compliant exchange of client information across service providers. Thus, improving client experience and care.
Believing in the principle of servant leadership, John loves working at 2-1-1 San Diego which demonstrates an innovative approach to building a social enterprise. John’s passion is to evangelize the benefits of a strong 2-1-1 to be the community’s hub for connecting people to services both daily and in times of disaster. Under John’s leadership, 2-1-1 San Diego has gone from helping 100,000 clients per year to more than 400,000. The organization has grown from 20 employees to more than 120 and the organization’s budget has expanded to over $10M, with 90% of revenue coming from fee-for-service contracts. John is a frequently invited speaker throughout the region, conferences and is a co-organizer of TEDxSanDiego. His enthusiastic presentations inspire people, organizations and agencies on the topics of leadership and positive cultures, using the “2-1-1 story” as the foundation of his presentations.

As the Executive Vice President of 2-1-1 San Diego, Mr. York brings a wealth of knowledge and expertise is instrumental in building and working with 2-1-1’s key community partners to design and build new programs within our service delivery structure to better serve the client and those entities that serve them. Mr. York restructured the Programs and Service Delivery Team in order to better meet 2-1-1’s mission, contract deliverables and standards, while building the infrastructure for future programs around issues impacting our community.
Mr. York joined 2-1-1 as a disaster volunteer during Firestorm 2007, helping 2-1-1 staff connect San Diegans to critical response and recovery information. In December following the disaster, he was brought on board as a Client Service Representative. Mr. York was quickly promoted to Service Design Manager, followed by promotion to Director of Programs, then COO, and today is 2-1-1’s Executive Vice President.

Marina joined CIE San Diego in October 2014 as Vice President of Programs. She lead the CIE Participant Network through the process changes and technology implementation necessary to ensure effective adoption and optimum social and financial return. With more than 30 years of career experience in executive leadership with hospitals and health systems, she brings a strong understanding of healthcare to CIE San Diego and to the community as a whole.
Marina’s prior roles include: UC San Diego Health System (Associate Administrator), Scripps Coastal Medical Center primary care network (COO), Kaiser Permanente (Assistant Area Administrator), and Fellow, American College of Healthcare Executives (Board of Governors 2000-2004).

Minh joined CIE San Diego in February 2015. Minh brought his experience and technical prowess to CIE San Diego, becoming a tech guru responsible for continuously improving our technology to meet the CIE San Diego brand promise. Minh brings more than 20 years of custom software application development and start-up experience, helping CIE San Diego provide up-to-date and innovative services now and into the future.
CIE San Diego also engages a range of part-time consultants – including a regulatory compliance/privacy/security expert, a grant writer, a senior advisor for individual giving, a senior healthcare advisor, legal experts, and accounting consultants. The CIE San Diego Board has, in this initial phase, been highly involved in and supportive of both operational efforts and stretigic direction to the organization.
