Doug “Dr. Luff” Luffborough, III, Ph.D. is the Chief Program Officer at 211 San Diego. He serves as an inspirational leader and strategic thinker responsible for the overall operational excellence, outcomes and financial performance of 211’s Call Center, Enrollment Center, ACCESS and Reschedule Line, Navigation Services, Courage to Call and Client Experience. With his team of Directors, Dr. Luff ensures the contact center operates efficiently to deliver the total employee and client experience.

Dr. Luff has over 25 years of experience in the non-profit and educational consulting sectors as a social entrepreneur and advocate for social change and community impact. He brings executive leadership, management, training, operations and fund development experience to coach and guide emerging leaders, as well as drive revenue generation in mission-driven organizations, to maximize employee and customer satisfaction in service-based environments.

Dr. Luff grew from humble beginnings to become a first-generation college graduate. He was selected as the student commencement speaker for his graduating class and received a B.S. in Business Administration and Human Resources Management from Northeastern University. He also holds a Master of Education from the Harvard University Graduate School of Education and a Ph.D. in Leadership Studies from the University of San Diego with a concentration in Nonprofit Management and Leadership Consulting.

As a champion for nonprofit organizations and education, Dr. Luff completed a fellowship at the Center for Social Innovations at the Stanford University Graduate School of Business Executive Program for Non-Profit Leaders. He is a former California school board trustee and currently is an adjunct professor for culturally responsive teaching at the Point Loma Nazarene University Graduate School of Education.

Dr. Luff is originally from Worcester, MA, and currently resides in the South Bay community with his wife and their four children.
